Community Project Funding - Requested Projects

Rep. Golden has submitted funding requests for important community projects in Maine's Second Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Golden has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Commerce, Science, Justice and Related Agencies:

 

City of Belfast Police Equipment

Amount of Request: $1,296,700
Recipient: City of Belfast, located at 131 Church Street, Belfast, ME 04915
Summary: The funding would be used to provide necessary equipment to the City of Belfast's Police Department.

Northern Maine Law Enforcement Equipment Modernization Project

Amount of Request:$1,033,996
Recipient: Maine Department of Public Safety, located at 45 Commerce Drive, Augusta, ME 04333
Summary: The funding would be used to to help local law enforcement agencies make critical upgrades to equipment, technology and training to ensure the enduring efficacy of local law enforcement.

Town of Lubec Wastewater Treatment Facility

Amount of Request: $1,000,000
Recipient: Town of Lubec, located at 40 School Street, Lubec, Maine 04652
Summary: The funding will be used to upgrade four wastewater pumping stations and parts of the municipal wastewater treatment plant in order to meet discharge licensing requirements.

Rumford-Mexico Sewerage District (RMSD)

Amount of Request: $3,297,250
Recipient: Rumford-Mexico Sewerage District, located at P.O. Box 160, Rumford, ME 04276 Summary: The funding would be used to provide a comprehensive upgrade of a 48-year-old wastewater treatment facility and the Dix Avenue Pump Station to prevent overflows of raw wastewater. The project will ensure that there is reliable and sustainable wastewater infrastructure in the region to protect the Swift and Androscoggin Rivers and provide for predictable and economical costs for treatment for all sewer users.

Livermore Falls Wastewater Treatment Facility

Amount of Request: $3,000,000
Recipient: Town of Livermore Falls, located at 2 Main Street, Livermore Falls, ME 04254
Summary: The funding will be utilized to cover a portion of the overall cost of the project. This includes construction, engineering, and addressing structural deficiencies with the primary clarifiers, chlorine contact chambers, sludge holding tanks, the dewatering unit, odor control unit and screenings wash along with process control improvements to the trickling filters. It will also provide two new primary clarifiers, two new sludge holding tanks, two new chlorine contact chambers, and provide variable speed drives on the two trickling filter distribution arms.

Stonington Water Storage Facility

Amount of Request: $731,000
Recipient: Stonington Water Company, located at 42 Sunset Avenue, Stonington, ME 04681. Summary: The funding will be used for the construction of a water storage facility within the water distribution system to improve pressure and provide the capacity needed to meet increased demand during the busy summer season, when the population increases due to seasonal residents staying in Stonington.

Winterport Water District

Amount of Request: $1,500,000
Recipient: Winterport Water District, located at P.O. Box 679, Winterport, Maine 04496
Summary: The funding would be used to complete the mandated upgrade to the District's wastewater treatment plant to secondary treatment. The Winterport Water District has a very small user base and additional funding needed to pay for the project will be required to avoid large rate increases on the community.

Castine Pump Station

Amount of Request: $1,760,000
Recipient: Town of Castine, located at P.O. Box 204, Castine, Maine 04421.
Summary: The funding will be used to upgrade the Sea Street wastewater pump station to be able to accept increased volume of waste and to build resiliency against experienced sea level rise.

The Margaret Chase Smith Community School & Early Childhood Center Project, Skowhegan, Maine, 2nd Congressional District

Amount of Request: $1,940,572
Recipient: Maine School Administrative District #54, located at 196 West Front Street, Skowhegan, ME 04976
Summary: The funding would be used to build a new birth-through grade 5 community school in Skowhegan.

Beech Street Economic Development Infrastructure Project, Lewiston, Maine, 2nd Congressional District

Amount of Request: $1,105,000
Recipient: City of Lewiston, located at 27 Pine Street, Lewiston, ME 04240
Summary: The funding would be used to provide improved access to Simard Payne Park and two adjacent vacant mill properties, build out water and stormwater infrastructure needed to redevelop both vacant mills, increase public parking for the park, and complete a pedestrian pathway to provide direct connection from the river walk into Simard Payne Park and the pedestrian bridge to New Auburn.

Dream Bigger Campaign to create an ADA compliant outdoor healing facility at 997 Garland Pond Road in Byron, Maine; Oxford County; CD 2

Amount of Request: $777,000
Recipient: Operation ReBoot Outdoors, Inc., located at 887 Upper Street, Turner, ME 04282
Summary: The funding would be used to build a 100% Americans with Disabilities Act (ADA)-compliant guided outdoor healing center, including a new 3,400-square-foot building. The project is an appropriate use of taxpayer funds because the healing center would provide lodging, fishing, hunting, wilderness safety, and first aid courses to veterans in the community.

Kotuwaposu" Pleasant Point New Youth and Recreational Facility, Perry, Maine, 2nd Congressional District

Amount of Request: $1,750,000
Recipient: Pleasant Point Tribal Government, located at P.O. Box 343, Perry, ME 04667
Summary: The funding would be used to build a new youth and recreational facility that will house the tribes’ Boys & Girls Club, recreational program, and community-cultural engagement functions.

NMCC Andrews Hall Renovation, Presque Isle, Maine, Aroostook County, 2nd Congressional District

Amount of Request: $8,500,000
Recipient: Northern Maine Community College, located at 33 Edgemont Drive, Presque Isle, ME 04769
Summary: The funding would be used to renovate and update the Andrews Hall dormitory, including all bedrooms, bathrooms, and common areas; install an elevator, and add new doors and technology upgrades to allow for key card access.

Front Street Resiliency Project, Augusta, Maine, 2nd Congressional District

Amount of Request: $3,971,540
Recipient: City of Augusta, located at 16 Cony Street, Augusta, ME 04333
Summary: The funding would be used to elevate and reconfigure the park, parking, and streets adjacent to the Kennebec River in downtown Augusta in order to reduce the frequency and severity of flooding, as well as enhance the economic potential of the area adjacent to the river

Burrough Road Bridge Replacement, Lisbon, Maine, 2nd Congressional District

Amount of Request: $1,000,000
Recipient: Town of Lisbon, located at 300 Lisbon Street, Lisbon, ME 04250
Summary:  The funding would be used for the replacement of the Burroughs Road Potter Brook bridge and increasing the width of the stream opening to meet current Department of Environmental Protection stream configuration goals.
